This involves a group of seventeen or less Dwarves in control over the entire nation, and its laws. Khazdagul has managed to industrialize itself enough to build weapons to defend their borders against invading armies. Their neighbors often fought them when their nation was ruled by a single Dictator until there was a coup and the Oligarchy was formed allowing nobles, military commanders, wealthy merchants, and some artisans to rule over Khazadgul.
